HSEJV
HSEJV is the joint venture between Haslin Constructions and Stephen Edwards Constructions (SEC) — two established Australian civil and building contractors that combine their delivery capability to tender and construct rail and public transport infrastructure works.
HSEJV — the Haslin and Stephen Edwards Constructions (SEC) joint venture
Station upgrade and rail corridor packages cut across several disciplines at once. They are part civil structures, part building fitout, part rail systems, and almost all of the work has to be executed inside a live operating railway under limited possessions. A joint venture lets two contractors pool bonding capacity, plant, supervision and trade relationships so that a package of that shape can be delivered under one contract rather than split across several. HSEJV pairs Haslin’s civil and structures background with SEC’s building and refurbishment experience, which maps well onto the mix of new lifts, footbridges, concourses, canopies and platform works typical of accessibility upgrade programs.
How FR2 supported HSEJV
FR2 worked alongside HSEJV in a planning, programming and commercial support role. The engagement centred on the program: building and maintaining the construction schedule, testing it against the constraints of the rail environment, and keeping the record clean enough that time and cost positions can be argued from evidence rather than recollection — extension of time claims, in other words.
Working in a live rail corridor
The defining constraint on this kind of work is access. Substantive construction happens in booked possessions and track-work windows, so the program is really a sequence of short, immovable opportunities with long periods of restricted work between them. Getting that right means planning backwards from possession dates, protecting the critical path that feeds each window, and understanding early when a delay upstream will cost an entire access opportunity rather than a few days of float. That is where most of FR2’s effort on HSEJV packages was directed.

Capabilities and services
Scheduling
Critical-path scheduling baselines, live programme management, progress tracking and forecasting.
Construction planning
Methodology, staging and possession strategy built around how the work is actually delivered.
Constructability
Reviews and reports that surface buildability risk while the design can still change.
Contract management
Administration, variations and the record-keeping that supports entitlement.
People
FR2 is a small team, and the same people carry the work across engagements. The full team — roles, background and the capability matrix showing who covers what — is on Who We Are.
