What ESAPs are
Elevated Safe Access Platforms (ESAPs) are specialised, non-conductive, corrosion-resistant access structures used primarily in train stabling yards and transit maintenance facilities.
Key features
- Material composition — built from lightweight fibre reinforced polymer (FRP) composite rather than traditional metal.
- Electrical safety — non-conductive properties remove the need for complex earthing and bonding near live overhead wiring.
- Installation — supplied as modular, pre-cut kits that can be carried and assembled by hand, without heavy lifting equipment.
- Worker safety — secure stairways, landings and handrail panels let maintenance crews and cleaners board trains safely instead of working from portable ladders.
Those properties are what make the delivery problem a planning problem: the platforms themselves go in by hand, so the constraint is possession access and the operational impact on a working stabling yard rather than crane time or heavy plant.
FR2 involvement
FR2 reviewed the proposed design and proposed a delivery strategy for Blacktown ESAPs. This was presented to Sydney Trains to lock the required weekend possessions and nominate the sub-area. The purpose of this strategy was to optimize the delivery of construction works minimizing operational impacts to Blacktown Yard.
The deliverables (Report, critical-path scheduling software programme and presentation software presentation) were utilized as a baseline for the cost-estimators.
